Normal "civilian" characters are often given lower priority, I've found. Especially ones that die in their only appearance, like Dr. Eric Willis. His kid Roger, though, has a few more appearances. Hulk's from shortly after Incredible Hulk v1 #6.

Rhodes is from his first stint as IM, pre IM 200.

She-Thor's from the relatively near future, and so may become placeable after we see the ANAD Avengers setup. (She and Vision have been teammates for a bit by this point).

A chunk of that chronology does occur before Infinity, and we need to revisit the whole mess we left months ago, including Rogue's chronology post-UA 22.
