Look and costume fits as well as him being with the rest of the Crew. It could just be a coloring error are shading then again it could be someone else as you say possibly Powderkeg.

Madcap is on page 3 panel 4 standing by Silver Samurai i believe. Madcap was one of the unkillable characters who Wolverine battled in Wolverine: The Best There Is. I don't see Nitro anywhere and have no idea on the fat guy.

I'm reasonably sure it is the Earth-616 versions since none of the movie/cartoon versions have ever been profiled. Here is a good place to ask your question though it's the Handbook writers forum.
