Phoenix did not decide that the only sure way to kill Rancor was to destroy the planet Haven while she was on it. It was Rancor who triggered Haven's destruction (rather than let the humans win) and Phoenix only consumed the planet in order to gain enough power to teleport all of Haven's human popu...
