I can't be 100% sure, but I think those two were two of many nameless henchmen of Dredmund Druid, who showed up with his goons to bedevil Cap in the following two issues.

Paul, I was wondering, as someone who has the C&D miniseries from '83... is there any reason the flashbacks from C&D 4 aren't listed in Ty and Tandy's listings pre-PPTSS 64? That was sort of touted as their then-definitive origin story back then; was it rendered apocryphal at some point?

The only character besides the Defenders to appear both in the Rom issues and SUB-M2 3 was Namor himself. His MCP listing has the Rom issues immediately preceding the SUB-M2 miniseries.
