I see no reason why he wouldn't be canon. Stilt-Man II mentions in M/TU3 9 that he beat up SuperPro. And Carlos Carago and Cladio Juarez (from NFL SuperPro #12) are both mentioned in the handbook's Roxxon entry.

Uatu is misidentified as the Watcher who witnessed Galan's emergence. It was in fact Ecce (although his name wasn't revealed until much later and he is referred to in the issue only as "the Watcher".)

A somewhat similar situation exists with the Blue Blaze. His handbook entry mentions an alleged encounter with the Vampire of Doom. Said vampire's sole "appearance" to date was a mention in the "next issue" panel at the end of the Blaze's story in Mystic Comics #4. No Blue Blaze ...

Marvel have no rights, and have never had rights, to Archie. So they can't, from our POV, unilaterally declare it to be in the Marvel Universe - we would also need a declaration from ARCHIE that it was so. I noticed that Fred Hembeck's Petey stories have been removed from 616 character chronologies and placed within new "Hembeck Universe" character chronologies. The Petey stories were confirmed as 616 in the Thor index.
