WOSM 30 (9 - 13:4)-FB tells us that Ned revealed he was Hobgoblin to Richard Fisk and helped him build the Rose identity, so I'm inclined to think that in ASM 260-261 the Hobgoblin is Ned (under Roderick's control) when he meets the Rose and Roderick when he's after Harry Osborn and fights Spider-Man.

When we see the Hobgoblin, it's hard to tell if it's Roderick Kingsley or Ned Leeds. But in ASM 260, Betty Brant can't join Ned Leeds on the phone though he's supposed to be home while Hobgoblin is fighting Spider-Man, to me it's a clue Ned is the Hobgoblin here.
