President Abdi and his entourage arrive in London amidst protest and are greeted by English officials to discuss oil prices and their "Hero Force" showing off their new recruit Black Gold (Characters that attend the visit are Meggan, Captain Britain, Blade, Black Knight, Excalibur, Union Jack, and Spitfire)-FB

These were illusions placed in Pete Wisdom's mind. As far as the flashback, Pete is narrating the story as he is following Legion and says "we did our bloody duty"

It's Plokta rather than Plotka - I used to make the same mistake. He's named after a British SF fanzine, which in turn is named after the acronym "Press Lots of Keys To Abort."

I interpreted this as meaning they "did their bloody duty" by agreeing to meet Abdi. On page 10, Pete checks in with the heroes and asks what he missed, indicating that the meeting (2:4) was going on at the same time Pete was pursuing Legion. 10:3 is technically a fb panel relative to the rest of the page, but I figured it was going on during the first 9 pages, so not a fb occurring before the issue.
