Union Jack in Namor 11-12

I was just reading the supermegamonkey review of Namor 10-12 today, and it points out that Union Jack is explicitly stated to have his Pendragon powers in Namor 11-12. So why do we have his appearance in Namor 11-12 placed before KOP 7?
