Is the Assassin in GR3 26-27 Julien Boudreaux?

In GR3 26-27, an assassin is working for the Brood and killing members of the Thieves' Guild. That assassin is almost certainly supposed to be Julien Boudreaux, Gambit's brother-in-law, who appears in the Gambit limited series. The assassin looks exactly like Julien Boudreaux, both stories were written by Howard Mackie, the assassin knows Gambit and explains that the Brood Queen ordered him to leave the thieves alive but he killed them because some memories die hard (Julien was "killed" by Gambit) and in Gambit 3, Julien mentions stirring up trouble amongst the Guilds. Several websites have Julien listed as the assassin in GR3 26-27. Is there a reason we don't?
