Why is Sins Remembered placed after Marvel Knights Spider-Man #12?

Sins Remembered (Spec vol.2 #23-26) is placed after Marvel Knights Spider-Man #12 on the chronology.

In Spec v2 #24 Peter comments that Norman Osborn is locked up in a private jail cell, implying the story occurs at some point during Marvel Knights: Spider-Man #1-12 when Norman Osborn was in prison. However I know one astute Spider-Man fan who also feels Sins Remembered clearly doesn't happen during the storyline.

According to the chronology Sins Past (which Sins Remembered is a sequel to) IS placed during Marvel Knights (I'm presuming because of the appearance of Norman in a jail cell in ASM #514, although his cell in MK looked different) so I was just wondering what about the storyline causes to be placed post-Marvel Knights

I don't see how that would imply SSM2 24 happens somewhere during M/KSM 1-12, specifically. Osborn was in prison from M/KSM 1-12 up to the Civil War crossover. If he's in prison, it could happen anywhere from 2004-2007, right?

If I recall correctly, SSM2 15-20 has to happen after M/KSM 1-12 because of the Avengers. If SSM2 15 has to be after M/KSM 1-12, then SSM2 23-24 would also have to be after M/KSM 1-12. M/KSM 1-12 -> SSM2 15 -> SSM2 23-24, right?

Unless I'm missing something?

Osborn escapes from prison in Marvel Knights Spider-Man 12 but he's back in prison in Civil War: Frontline 2. I don't have Civil War: Frontline 2 in front of me- could someone check to see if the issue makes clear whether Norman was recently recaptured? If it doesn't, we can just say that Norman was recaptured whenever we want.

SM:HOM 4 (doesn't)
SM:HOM 5 (matter)
BP4 16 (in prison)
ASM 533 (in prison)
CW:FL 2/3 (in prison)

I must have completely forgotten that he escapes prison in M/KSM 12, but since every appearance he has between M/KSM 12 and Civil War, he's in prison, he must have been recaptured pretty quickly.
