War Machine flashback

In last week's WAR MACHINE v2 #1, there is a flashback to a time "one year ago," in which Rhodey got all his limbs blown off in a bombing and Stark remade him into a cyborg with non-Stark tech. Bethany Cabe is there to advise the new Rhodey.
Would I be correct in saying that:
1) This flashback is new material.
2) It occurs between Rhodey's stint with the Sentinel Squad and his appointment to Camp Hammond -- e.g. between X 193 and A:INIT 1?
