Yes, that issue is a new appearance for Phoenix, during UX #104. I recall reading it and concluding that her noticing Doom was the *only* new material there -- everything else was a faithful retelling of the original issues. That said, I last read it 12 years ago. You may feel free to re-examine it and disagree with me.

Let's look at this sequence -- the flashbacks in Cable #33 and 72. Cable saves Post from Mandarin and takes him to Prof. X -- all back in the very early days of both the Mandarin and the X-Men. (Plus, there was info given in Cable #45 that, when Cable and Prof. X first met, Cable gave him an unspecified type of advanced technology.) I don't know much about Mandarin -- was TOS #50 his origin, or did he have the rings prior to TOS #50? If he did, how soon before TOS #50 did he get them?
TOS #49 occurs between UX #2 and 3. Does that help/hinder us in any way? If the Mandarin's *origin* is in TOS #50, then this Cable fb has to be after UX #2. But if not, then the fb could be beforehand.
I'm thinking that the "advanced tech" that Cable gave Prof. X may have become the Danger Room. That's the only big "technological leap" that Prof. X makes in the early run of the series (he had Cyberno/Cerebro back before he even recruited Cyclops). If that's the case -- and if we the Mandarin's origin is prior to TOS #50 -- then we could aim for a slot shortly before UX #1, which was the first (unnamed) appearance of various Danger Room devices.
