Cap/Patriot question

Will the upcoming Captain America Comics (1940s) index mention the Patriot/Spirit of 76/Grand Director appearances as Cap when they show up chronologically?

One should note, though, that the stories themselves as published refer to him as Steve Rogers by name. Did they ever explain that the government decided to cover for Steve Rogers in case he managed to resurface soon after his disappearance? (Of course, that 1950's impostor filled some of the gap.)

Ideally I'd put the GoldenAge appearances under "Feature" and I would add the Patriot retcon appearances under "Note"
