Villain in Dark Reign: The Cabal #1/3

Does anyone recognize the villain in the suit between Wrecker and Answer in the first panel of Dark Reign: The Cabal #1/3? I originally had him pegged as Tombstone, but Tombstone hasn't been identified as a member of Hood's gang. I have confused Jigsaw for Tombstone in New Avengers #56-57, so could this be Jigsaw?

It is Tombstone. I guess this might be the only time he showed up as part of the gang. Maybe he wasn't in the gang but attended the funeral because he knew the dead guy from prison or past crimes together, or maybe he was active with the gang but we never saw the events he was involved with.

Well, then, is that Tombstone or Jigsaw sitting with Answer, Grizzly and Squid on page 7, panel 1 of Punisher #4 (2009)?

Based on his alabaster white skin, I'd say Tombstone.

So i think that Tombstone appears in Deadpool: Suicide Kings before this story, because in that mini isn't part of The Hood's gang.

Interestingly, Dark Reign: The Cabal #1, Punisher #4 and Deapool: Suicide Kings #1 all were published in June 2009. I don't think there's a reason to believe that Tombstone can't be part of Hood's gang during Suicide Kings. I happen to have DP:SK 1 placed during a gap within Punisher #2. My Tombstone chronology goes:
