Tangled Web 15

Does anyone know why Tangled Web 15 is after Spider-Man 69 in Spider-Man (Parker)'s chronology? This is during the time Ben Reilly was Spider-Man and didn't Peter lose his powers at this time? In the Tangled Web issue, Peter appears as Spider-Man.
