I'm not sure who keeps track of events happening in past decades but Captain America Living Legend #2 describes Russians cosmonauts in March 1968 (sort or replaying 2001 Space Odyssey while the modern parts of this comic replays The Thing From Another World)

Meanwhile Marvel announced an upcoming Winter Soldier mini-series taking place in 1966 with SHIELD during the Cold War.

The upcoming Cap #13, related to the Winter Soldier mini, has a preview dated 1969 with Nick Fury and Dum Dum Dugan as SHIELD agents.

We already talked about Marvel's current writers propension to keep SHIELD's history in the Cold War in spite of the sliding scale for everybody else.

So I'm trying to figure ways to reinterpret FF #21 (Nick Fury as CIA) and Strange Tales #135 (Nick Fury learns the existence of SHIELD) if SHIELD during the Cold War gets confirmed as the official stance.

Per Hickman's SHIELD series, Fury becomes the heir to the ancient Shield occult organization that has been protecting Erath from alien invasions in 1961. Maybe there was a secret SHIELD organization that existed during the sixties, directed by Fury without the knowledge of the government. He was still officially in the CIA. Then he had the idea to use United Nations or United States resources to fund a public SHIELD. Through Fury's manipulation Rick Stoner became SHIELD's first public director. When Stoner got killed, Fury publicly assumed the leadership (or manipulated SHIELD's board of directors to name him).

This way we have a secret SHIELD organization that Fury is a part of before the Marvel era. But it becomes public in the Marvel era.
or alternately...
Fury already secretly controlled SHIELD in the 60s but became public director only in the Marvel era (which would make Fury very similar to Strucker, who controlled Hydra via Arnold Brown)

The recent OHOTMU Hardcovers indicate that even though SHIELD began in the Modern Era, there was a predecessor organization to it dubbed Project: SHIELD. In the SHIELD article it stated "SHIELD was conceived as Project: SHIELD some decades ago" and in the Livewires articles it stated "Ever since the 1960s, Project: SHIELD and its eventual successor SHIELD has been protecting key personnel." When Project: SHIELD was first mentioned in Marvel the Lost Generation #10 (which occurred in the early 1980s), I assumed it was just a work in progress to eventually develop what would become SHIELD in the Modern Era and that they were simply considering Fury for the eventual Director. However now it would appear that Project: SHIELD was an organization itself, and Fury and Dugan worked for it in the 1960s, and any reference to SHIELD in the 1960s or 1970s may be referring to Project: SHIELD itself, and in MLG #10 they were during the 1980s considering him for eventual Directorship, notwithstanding the fact he had already served with Project: SHIELD in the 1960s.
