I'm not exactly sure why we have FF 16 after 17-FB.
Page 2 of FF 17 (panels 1-5) recaps FF 16. Those 5 panels don't all match with panels of FF 16 and some panels could be inserted between panels of FF 16 but that isn't necessary.
The new flashback is panel 7 page 2 of FF 17 which tells of how Princess Pearla knighted the Human Torch. This fb occurs after the end of FF 16. That's the only fb we need to take into account.

FF 17 (2:1)-FB repeats FF 16 (12:3): the FF fall through a vortex.

FF 17 (2:5)-FB repeats FF 16 (22:3): Doom escapes via enlarging ray.

The rest is new, even if they're minimal. Here's how I would fit the flashbacks in:
