Blackout’s chronology currently says he appears in Alpha Flight #121 during Ghost Rider v3 #41. I’m not seeing a break in GR3 41 for Blackout, and I’m not seeing anything in the villainous group gathering in AF 121 that says he has to appear at this meeting during GR3 41 (which is part of a crossover between GR3 & SoV).
I’ll say he appears in AF 121 before GR3 41.
