Missing appearances in H2 440

Greetings! In H2 440, there is a two page FB sequence in which Thor addresses a presidential advisory panel and announces his intention to personally deal with the Hulk. This FB sequence is correctly listed in the chronologies of Thor and Major Talbot, but Dum Dum Dugan and Henry Peter Gyrich are also both in attendance, yet this fact is not reflected in their respective chronologies.
Also, I can't confirm this because he is not named, but I believe I see Senator Reb Ralston in the background in both H2 439 and H2 440 as part of the aforementioned presidential advisory council. Anyone else think that it's him too? Thanks
