"One Above All" equals GOD?

I'm having a problem with this and need some help. I've always thought of "One Above All" as the title of the leader of the Fourth Host of the alien Celestials. Yet, according to Wikipedia, it is also one of the terms used to refer to the (non-religious) GOD of the Marvel Multiverse. The thing is, I don't remember reading any story in which that was established, and so it seems to me to be something invented for the online databases. On the other hand, I do seem to remember a story it which somebody (maybe the Living Tribunal or some other Cosmic Entity?) referred to the Higher Power as "The One Above All Others" but I just can't remember WHO said it or WHERE it was mentioned.

So, if anyone out there can cite any non-Wikipedia-based instances in which the terms "One Above All" and/or "One Above All Others" are used to refer to Marvel's Creator-Being, please let me know. It's been nagging at me for a while.
