Need help with a character ID in CA4 31...

On Page 11, Panel 5 in CA4 31, amongst a group of supervillains waiting for the Serpent Society to auction off Captain America, whom the Society captured in the previous issue, is an individual brandishing a broadsword that I'm having trouble identifying. Apart from Helmut Zemo (who prefers fencing foils) and the Taskmaster (what little of this character's costume is visible doesn't match his), I can't immediately think of anyone in Cap's rogues' gallery that packs a broadsword, and can think of way too many Marvel villains in general who do.
Any ideas?
