JUSTICE 18

Brief synopsis: Justice is on the outskirts of Pittsburgh when the Black Event occurs and is swept up in the massive winds caught by the explosion. Justice saves a nearby toddler and protects the two of them by using his shield as a bubble. The next day, after surveying the destruction of the Pitt, he places the toddler in the care of a middle-aged couple whose children had been killed in the explosion.

Brief synopsis: In search of the paranormal responsible for the Pitt, Justice travels to Philadelphia where he encounters criminal cult leader, Savior, and his followers, the Millenias. Justice physically beats the Savior causing his disillusioned followers mob over him and beat him to death. Tensen uses the money that Savior had obtained illegally to serve as a trust which would pay his daughter, Angela's, college tuition.
References: Pages 1 through 24 take place some time after the previous issue. Pages 25 through 26 take place the next day.

Brief synopsis: Justice attends the Pitt-Aid concert where, in an effort to stop a paranormal named James from harassing Angie, he ends up in a fight with Seraph, who has made it his mission to protect paranormals. The battle causes a stampede of fleeing concert-goers that threatens to trample Angie. Justice uses his shield to protect her, leaving himself open to the police, who beat him into submission. Terrance Updike convinces Miriam Morse to work for the N.S.C.

Brief synopsis: Aware of Tensen's powers, the police keep him heavily sedated and in chains. The drugs interact with the damage previously done by Darquill's manipulations, causing Tensen to believe he is back in the "Far Place”. Hallucinating that almost everyone he encounters is an agent of Darquill, he breaks free from the prison and goes on a rampage. Former members of the Millenias, inspired by Justice, form the Justice Brigade vigilante group and begin attacking criminals with flamethrowers.

Brief synopsis: The police, the N.S.C. and military forces led by Col. Mac Browning attempt to bring down Justice, who is still driven by hallucinations of being in battle with Darquill's minions. Angela Tensen eventually comes forward and tries to reach him. Though she appears to be a monstrous creature to him, Tensen trusts his instincts, and her soothing voice brings him back to reality. Agents of the N.S.C., led by Terrance Updike, take Tensen into custody.
