It takes place sometime after Avengers #4 (gang youths haven't heard of Captain America). Giant-Man, the Wasp and Rick Jones, are absent.

Loki plans on the Isle of Silence. Iron Man runs combat simulations with the Hulk. Thor stops a tornado. Captain America settles a youth gang war. All three are briefed by General Ross as they look for the Hulk. Captain America falls into a trap involving the Red Skull. Iron Man battles Mr Hyde and Stone Men. Thor battles Zarrko and two time-displaced Hulks. Loki gloats that the Avengers fought his Asgardian allies: the Enchantress, Ulik, rock trolls. Hulk (the proper one) mocks the Avengers for being led and a fight ensues with them until they have to avert a catastrophe. Odin intervenes to punish Loki.
