Here is the Marvel Digital Comic of Wolverine: Agent Of Atlas #1-3 (W:AOATLAS). Are Digital Comics canon with regards to the MCP?

Wolverine: Agent Of Atlas #1 (Dec 31, 2008)

Characters: Logan, Jimmy Woo, Gorilla Man (Ken Hale), M-11 the Human Robot, Fidel Castro
Synopsis: While on a mission in Cuba in 1958, Logan watches Fidel Castro and his revolutionaries. While searching for a man named Hendricks, Logan encounters the G-Men (Jimmy Woo, Gorilla Man, M-11) on an FBI mission, investigating a tip that the Yellow Claw is behind the revolutionaries. After a brief altercation, Logan appears to slash Jimmy's neck with a knife.
Notes: The story occurs in "1958," while Castro leads the revolution in Cuba. It occurs after Logan's time at Jasmine falls in the early-mid 1950s and before he joined Team X in the early 1960s. The Agents of Atlas were together, so this is between their founding in Spring of 1958 and their break-up six months later. Logan is aware of the existence of the Yellow Claw.

Wolverine: Agent of Atlas #2 (Jan 7, 2009)

Characters: Logan, Jimmy Woo, Gorilla Man (Ken Hale), M-11 the Human Robot, Marvel Boy (Robert Grayson), Venus, Fidel Castro (BTS)
Synopsis: After Logan appears to attack Jimmy, M-11 blasts Logan, apparently killing him. Jimmy shows that Logan actually stabbed a strange-looking bug that was on his neck. Logan recovers and mentions he is looking for a team lead by Hendricks, who was investigating the insects that have been showing up among key revolutionary figures. They send a rocket carrying the dead bug to Marvel Boy's ship so he and Venus can analyse it, which spooks the revolutionaries and they move out. They then find Hendricks, who is controlled and surrounded by a swarm of the odd insects, including giant ones.
Notes: Same day as W:AOATLAS 1. Hendrick's team arrived "last week." Marvel Boy's ship is called the Silver Bullet.

Wolverine: Agent of Atlas #3 (Jan 14, 2009)
Characters: Logan, Jimmy Woo, Gorilla Man (Ken Hale), M-11 the Human Robot, Marvel Boy (Robert Grayson), Venus, Fidel Castro
Synopsis: Logan and the G-Men battle the bugs. From his ship, Marvel Boy says the bugs where mutated by Yellow Claw to alter the brain chemistry, allowing the Yellow Claw to control peoples minds and the process is irreversible. M-11 ues his death ay and kills all the bugs. Logan breaks the neck of Hendricks. When Jimmy tries to take Logan back for degriefing, Logan detonates an explosive he hid on M-11, destroying the robot and allowing him to escape. "Several hours later," all five G-Men leave Cuba on their ship, and Marvel Boy works to rebuild M-11. They are watched leaving by Castro, a bug stuck on the back of his head.
Notes: "1958." Same day as W:AOATLAS 2. Castro is apprently under Yellow Claw's control. The bugs may have been an early attempt by the Claw to control minds, much as his "id paralyzer" was later.

Castro also appeared in CA4 23-25. Would this story occur before or after these events?

I believe that this question doesn't apply to this particular series since it's being reprinted as part of AGENTS OF ATLAS #1. That would make it canon no matter where it first appeared, right? I guess the question then would become how to list it, as the Digital Comic or as the second story in Agents of Atlas (Vol. 2) #1.

Upcoming solicits (notably the "Astonishing Tales" series) seem to indicate that most, if not all, web-exclusive comics will eventually cycle into print form.

I'd tend to list them by the title of their first *printed* appearance, honestly.

The Board's discussed this and, for now, we've decided that the first printing is the version we'll cite (so this will go in as ATLAS2 1/2, not W:ATLAS 1-3).

As things stand, the only way we would include a genuinely web-exclusive comic - i.e., one which never gets printed (even after a delay), whether as a single issue or a TPB/HC - is if it is directly and unambiguously referenced by a printed comic, as the infamous Gambit Cybercomic was once upon a time.

For a placement cue, it is at least a few months after the inital formation of the G-Men, as after M-11 is destroyed, Marvel Boy states "I've been maning to overhaul him for months."
