Skipping a couple years ahead - All-Winners Comics #9 is coverdated "Summer 1943", and by my calculations came out in May that year, along the books coverdated "July".

All-Winners Comics #9/1
Munition plants in Tudela are being sabotaged. Torch and Toro investigate, and discover a weird man, Bashon, with an army of ape men behind it. Along with the air force, they track down his base, where it's discovered he has plans for world domination, is aiding the nazis, has developed a massive amount of hi-tech weaponry, may have supernaural powers, and is possibly not from Earth. Rather hard to follow the story.

HUMAN TORCH/JIM HAMMOND
TORO/TOM RAYMOND
BASHON

All-Winners Comics #9/2
Baron von Widemouth, notorious nazi agent, escapes from a concentration camp in Brazil, and attempts to blow up the Gatun Locks at the Panama Canal. Steve and Bucky are stationed there at the time, and stop him as Cap and Bucky.

CAPTAIN AMERICA/STEVE ROGERS
BUCKY/BUCKY BARNES
BARON VON WIDEMOUTH

All-Winners Comics #9/3
On his way to Crete, to check up on how the British guerillas are doing, Namor watches a British sub blow up an unmarked merchant ship, and deduces it was a supply ship from Sicily.
At crete, Namor meets a couple British guerillas, and discover that the nazis, who had captured a number of British bombers when they invaded the island, are planning on bombing Dardanelles in these, to make the Turks turn against the British. Namor and his friends are caught, but Namor pulls a ruse, and manages to blow up all the bombers and nazis as they take off.

SUB-MARINER/NAMOR MACKENZIE
COLONEL BRUSCH

Notes: I'm no expert on this matter, but the allied attack on Sicily started July 10th 1943, so I guess this story must be set before that if the supply ship came from there.

All-Winners Comics #9/4
Two British spies (I believe) are caught by the Gestapo as they try to escape berlin. The Destroyer shows up and saves the girl, as the man is killed, and after a long chase and fight sequence, safely delivers her to England with the papers she was protecting safe, along with the captive Gestapo captain.

DESTROYER/KEEN MARLOW
CAPTAIN KRAUSE (aka "STORM" in a couple panels)

All-Winners Comics #9/5
Mr. Gray's experimental armor piercing "Super Explosive Shell" blows up the test cannon during the testing phase. Radio amateur Whizzer overhears some spies talking in code about the sabotage of the next test, and investigates the matter, eventually figuring out that the man responsible for loading TNT into the cannon had doused it in a chemical rendering it useles, causing the sparks from the cannon to blow up the shell instead of the powder (what?)

THE WHIZZER/ROBERT FRANK
