Winter Soldier 15

Winter Soldier mentions a mission he did for the Soviets in 1977, crushing down a revolt in Croatia.
In 1982 he was tasked with the recovery of a defecting Soviet scientist.

It is also mentioned that there were SHIELD agents in 1982, thus confirming the SHIELD is supposed to be dating back to the Cold War. Joe Robards has been undercover for 30 years.

Note: I intended to post this and the FF 4 post in the general thread but I goofed.

Not necessarily.

CA 616/2-FB shows Winter Soldier interacting with the events of Champions #10. CA5 11-FB states that Winter Soldier was put into permanent stasis in 1988.

Since Fantastic Four #1 happened roughly 15-20 years ago, that means FF 1 happened between 1993-1998. Champions #10 plainly happens after FF 1. Since Winter Soldier is around for the events of Champions #10, that means he was put into stasis after FF 1. Since 1993 obviously comes after 1988, Winter Soldier wasn't put into stasis in 1988, but rather around comics published in 1988.

If SHIELD is around in WS 15-FB, then the 1982 date isn't absolute. Rather, WS 15-FB takes place around comics published in 1982.

If it says there were SHIELD agents around in 1982 (as opposed to 1982 but really closer than that due to the sliding timescale, as Col Fury suggests, then it is a plain and outright error. SHIELD wasn't formed until the modern era, after the FF and Spider-Man got their powers. There's a catch-all "Project SHIELD" which was the precursor to SHIELD, which is used as the catch-all for such writer errors - e.g. these aren't SHIELD agents, they are agents assigned to work together as part of an international project to foster cooperation between the intelligence agencies of different countries for the wider benefit of all, which eventually led to the founding of SHIELD proper.
