No, it was published by Fleetway, but I'm pretty sure I've heard that it was all licensed and legal.

How do you know? I recognize that CM was a Fawcet character at the time, but these were free giveaways, so there might have been some sort of funkiness going on. In any case, I even said I wasn't sure about it, but was just reporting was mycomicshop.com had listed. Who was the publisher?

Common sense? I don't KNOW with 100% certainty that Marvel DIDN'T publish Wonder Woman giveaways in the 1940's, but common sense would suggest that they didn't, and the same reasoning applies to Fawcett's Captain Marvel.

Heritage Auctions says it was published by Fawcett:

Okay. Shouldn't the Wisco reprints of Marvel/Timely stories still be included (e.g., Kid Colt, Tex Taylor)?

Edit: some Archie comics were included in the list, since they were part of a series that included Marvel stories. Would the same principle suggest including the Captain Marvel reprint anyway?
