PROWLER 1 (OF 4)- 1994
Two Prowlers each head out into the night to deliver their own brand of justice. One takes things a little too far an ends up drawing the attention of the boys in blue. With the TV new announcing 3 murders by the "Prowler" good ol' Hobie Brown heads out to investigate. When he arrives Spidey is already on the scene. The two of them can't check out the crime scene w/ all the cops around but they stumble across a mugging so its not a total loss. After webbing up the thugs each of them decides to call it a night. Later still, Hobie stumbles across his doppleganger at work, and he's standing over a dead body! The two tussle w/ Prowler learning that this imposter calls himself the Nightcreeper!
1. Prowler is working and going to school.
2. Silver Sable got Hobie the interview for his current position.
3. Spidey in his red+blues. (OK, not much help there.)
Considering the minor characters involved here and near complete lack of reference for Spidey I would base the placement for this issue completely on release date and look for a best fit. For the Prowler cast that is pretty simple. An opening for Spidey exists prior to PPTSS 213 which opens, conveniently, with him having just spent the night dealing w/ numerous muggings.

As a side note, a search for PROWL 1 comes up with a single entry listing for Vulture (Toomes). He is not in this book but he appears in issue 2 according to comicbookdb. (Sorry, I don't have the whole series.) Its possible he deserves a BTS credit. The Nightcreeper claims to have not killed the last guy at the end but saw someone do it and then "smashed out through the skylight" to get away. Could be Vultchy but would need confirmation from the rest of the series.
