How about that villain with the green mask on 3:6 and 4:2? A bald Powderkeg?

It's Thunderball in his Avengers #80 (2004) look with green mask and bald head.

Look and costume fits as well as him being with the rest of the Crew. It could just be a coloring error are shading then again it could be someone else as you say possibly Powderkeg.
