Um, a werewolf appears who looks very much like the form taken until some time (before Blood Hunt) by Jack Russell, but according to the events of Werewolf By Night 1, after Blood Hunt Jack should not be able to maintain enough control to operate in a group as here, and should not be present in Monster Metropolis.
Given that he only appears in a few panels in this issue without even saying a word (and indeed, in the third issue it seems that generic monsters were drawn in certain group scenes perhaps just to cover Werewolf By Night), I'd say it could be a generic werewolf and not Jack Russell.

I think we need to wait until Werewolf by Night Red Band ends to find out what is going on. He also appears in Crypt of Shadows with semi control.

In Crypt of Shadows there is a footnote that places the story before Blood Hunt (given also the presence of Blade).
Of course, in that story it says that Monster Metropolis has been abandoned, but we can imagine that after Blood Hunt the monsters returned and it repopulated as it appears in Venom War: Deadpool.
