One should note, though, that the stories themselves as published refer to him as Steve Rogers by name. Did they ever explain that the government decided to cover for Steve Rogers in case he managed to resurface soon after his disappearance? (Of course, that 1950's impostor filled some of the gap.)

This came up once. The first story in the issue featured a fb to the "last days of World War II". Since the State Shinto Militarists held on till August or September of 1945, hypothetically that scene may have taken place then.
