Where? I didn't see at that link anything that says something to the effect "MCP will ignore Marvel's official classification of a story as 616 when the following criteria are met..."

I entirely agree that it's more natural to treat the Archie crossover as taking place on Earth-7642. However, the only official statement we have on this story comes from the handbooks, which place it on 616. I have no idea why the handbook writers decided to do that, since it's a very odd choice. That would be to ignore the clear intent of the handbook authors. The ending has Frank leaving Riverdale to go to Gotham City. This doesn't present a problem for the story being 616, though, since we already knew from Captain America Comics #10 that there's a 616 Gotham City. And I just discovered today further confirmation that there's a 616 Gotham City in Sport...

As I mentioned above, the Punisher/Archie crossover has been established by the handbooks to be 616. I wish similar reasoning could be applied to Marvel's movie adaptations, since that would bring in a handful of other stories for other characters as well (e.g., Tarzan, James Bond), but to my knowledge no such movie adaptations have ever been referenced in a handbook or index.
