I think that the simplest explanation of that flashback is that Elekta was working for A drug kingpin in that flashback and not THE Kingpin.

The ending pages of Rise of the Powers of X 2 have to take place after Fall of the House of X 2 because Nimrod is free of the amber.
X-Force 49 has to take place after X-Men Red 18, since Genesis's takeover of the Phobos base is referenced.

In the case of the STRIKE agents, Egg says in Excalibur 22, "we looked through the Cerebro files, and you're exactly right. There they were. Backed up and all." There's no obvious way to interpret that other than the STRIKE agents were revived through the Cerebro backups.
