War Machine ashcan character ID

Hey, guys.

The War Machine ashcan has a mass-villain scene, and two of them aren't ringing a bell with me.

Can anyone help with the villain behind Mysterio's right shoulder, and the one directly in front of Dr. Octopus?

I'm hearing that the guy on the right is probably an anonymous Hydra agent, while the one on the left appears to be Living Lightning.

As for the picture, is that gathering meant to be canon? It doesn't seem like something to be added to the MCP... unless it's for the current Index book (which might explain why issue 12 will be delayed a week!)

I've had it pointed out to me by someone I consulted about the Madelyne Pryor thing (just spent much of the day reading old X-Man and Cable issues. My head is spinning) and who had a look around here that the Havok-esque head is more like one of the Raiders - http://www.comics.org/issue/35270/cover ... le=default - than the Living Laser design posted above.
