The problems are numerous and quite obvious. So I started from scratch.
In order of publication:

Although Betty's dress is different, she says her father introduced her and Bruce on the day of the test, the next panel additionally says, "seconds later Bruce left the bunker" therefore this is not an earlier meeting but a scene from issue 1. We have several flashbacks in IH #2-4. These usually retell events from issue 1 or later rather than reveal background information. For all intents and purposes, until the 1980s these characters start to exist with their first appearance and have no past.
With retconned Bruce-Betty introductions in IH 312 and Last Call, it is better to combine those that can be combined. This flashback takes place between 2:6 and 2:7 of IH 1.

Sliding time scale is not official policy yet. Ross has a career in WWII and Korea. The age of 67 years for Ross is old enough that he could have an adult daughter by 1962 but he's maybe not that old. A new timeline will appear in 2009-2013.
Uncanny X-Men 190 Feb 1985
A general looking like Ross (but unnamed) states he was 20 when US troops liberated Buchenwald. He has four stars. This is most likely General Fredricks, who had two stars in FF 3, X-Men 2, 17, 23, three stars in FF 72, X-Men 94 & last seen in Uncanny X-Men 147 with three stars.

This picture combines Ross's image from IH 1 2:5 and Banner's image from 3:2 and Betty wears the same dress so this must take place between IH1 2:5 and 2:6 if it is to be inserted somewhere. I do not include it since this is a condensed rather than an expanded flashback.

In this story Ross says, "Since Hulk showed up a few months ago" Though the Hulk is colored gray, he doesn't appear at night. In fact we see Hulk turning into Banner when night falls, Hulk in the daytime and Banner at night. So this cannot be before issue 3 when cosmic rays cause a status quo change. The Hulk is drawn with three toes, hairy chest, arms and legs and in short pants. Those visual clues point to later Hulk issues #4 and #5, FF #12 and Avengers #1-2. So a possibility is after FF 12 and before Ditko takes over in IH 6 with a transition from the Kirby physical features described above to the hairless body drawn by Ditko:
However, from Hulk 3 to Avengers 3, Banner only turns into the Hulk and vice versa by the use of a gamma machine. In M/S-H3 3/3 the villain causes the transformation with hypnosis and lobe implants. This is a discrepancy, unless we consider that the villain's actions are what triggered the spontaneous transformations that we see in Avengers 3 and Fantastic Four 25. (Hypnosis is responsible for the status quo change from Grey Hulk to the Professor in Hulk 377 so it makes sense it would be responsible for that earlier status quo change from gamma machine to stress-induced transformation.)

My first thought was to have it refer to the morning of the test but that doesn't fit well with OSIN 3.4 and Ross's outburst in IH 1. So I looked for another momentous event which would be a "show". A presentation for a multi-billion dollars project fits the bill.

I have reconstructed the chronology using IH 291 as a frame, taking into account the various ranks of his military career and the apparent ages of Betty and Banner.
In IH 1 Ross is seen with two or three stars. By IH 2 he consistently has three stars.
While Mantlo's and Parker's chronologies are parallel, there are differences between them and also differences between the narration and the renditions by the artists.
