First generation of Eternals

Kronos and Uranos have been referred to as "first generation Eternals." Does this mean they were among the ape-men transformed into Eternals by the Celestial First Host at the garden made by Sise-Neg. Or does it mean the were the first generation of Eternals born to those transformed by the Celestials? I had noticed as the Handbook states Kronos was born in the city if Titannos, which did not exist til after the ape men were transformed.

The Watcher's back-up stories in What If 23 & 24 show that Chronos (later Kronos) was created from the ape-men by Nezzar the Calculator, and became the prototype of the Eternals. Nezzar then repeated his process on a number of other subjects. These are the beings who then created the city of Titanos under the leadership of Chronos. Dissention then breaks out between Chronos and Uranos. It is heavilly implied that Uranos was among the other subjects altered by Nezzar the Calculator, making both he and Chronos first-generation Eternals.
