The FAQ says:
Q. My favorite character is Mr. Potato Head. Why isn't he listed?
… Characters who appear in more than one title are listed, regardless of their importance... The listing of characters who reveal both their first and last names is basically a judgment call. The questions we ask ourselves are: How likely is this character to appear in some other story? and: Is this character significant?

Have there been any changes to the criteria for listing characters whose first and last names are revealed?

Aside from doing a terrific job of finding previously unrecorded character appearances, michel, who is now a director/moderator has also been suggesting lots of new characters for inclusion, many of whom don’t appear in more than one title, or even issue.

Aside from the previously mentioned Jon Gold from DD 300, I’ve been finding quite a few of these cases, which I’ll mention here, even though they don’t necessarily rank as high on my favorite character list as Mr. Potato Head.

Thanks for the kind words, Antonio. In general, when I've added characters with only one appearance, it's because they were non civilian antagonists, or because they had a link with another character, for example a lover or a relative.
