Boomerang in PPSM 51

On page 8, panel 5 of PPSM 51, there's a guy in what looks like Boomerang's mask at Hammer Industries. Since Boomerang has worked for Justin Hammer in the past on multiple occasions, this was almost certainly meant to be Boomerang.

Yes, and in the same panel I can recognize Whiplash (just behind Boomerang) and Blizzard (on the right, in the foreground)

Whiplash/Blacklash is complicated because Scarlotti was dead at this point and his successor hadn't been introduced yet.

There was a couple of Blacklash (man) and Whiplash (woman) already active in a cople of Thunderbolts issues, 104 and 107. In these issues Blacklash has a costume similar to the last one of Scarlotti (leather, s/m outfit), and also the female Whiplash has a differente costume, but they pop up out of nothing and one of them could dress likes the original Whiplash before...
