Cat-Man Comics vol. 2 #14 (April 1942)

Only the Volton story in this issue is 616, so I am ignoring the rest of the stories.

Synopsis:
Mr. Ames is traveling on an ocean liner transporting a secret formula to produce liquid tin. During the voyage, Prof. Fathom steals the formula, thinking it is for liquid platinum. When they enter the harbor of Empire City, Fathom contacts Underworld Inc., offering to sell the formula. Word sneaks out to Gangland Inc., too, so both organizations show up to the buy. A huge fight breaks out between the two groups of thugs. Volton shows up, having learned of the scheme, and he zaps all of the thugs, captures Fathom, and has him return the formula to Mr. Ames.

Note:
It's possible that Empire City is really just New York City, since they appear very similar, and there is an Empire City Building that looks very much like the Empire State Building.

The numbering for this series is confusing. The numbering on the covers disagrees with what is in the indicia. I am following the indicia.
