The next panel in DEF 65 shows Porcupine being led away by the police, so another possibility is that the missing villains have already been taken away (and White Tiger, already recovered, presumably went his own way), in which case, no listing is required and Beetle’s DEF 65 listing should be deleted. Personally, I like the second option.
