Raizo Kodo (a centuries-old vampire), "Years ago I was in Japan [...] a war raging around us. [...] Then I saw Captain America. He was strong and fast, superhuman like me, with a power that came from his blood. [...] So I joined him." The image shows American soldiers parachuting.

American soldiers only parachuted on mainland Japan on Aug 30, 1945, after Japan had agreed to surrender, too late for Steve Rogers...

At the Battle of Iwo Jima (19 February – 26 March 1945), the island was uninhabited by civilians. Unless we reason those pacifistic vampires went there on purpose... That's one possibility.

This could also refer to Okinawa, invaded on April 1st, 1945, even if that date is rather late. Previously no Captain America story placed him in the Pacific Theater in 1945. But Captain America has been placed at the start of many offensives (Guadalcanal, Anzio, Sicily, D-Day, etc.) so this matches that pattern.

From Golden Age comics, we have more possibilities:
In CAC 42 Cap & Bucky land on Japan by submarine, get captured and brought to an HQ, free themselves, reach Mount Fuji by car but arrive too late to stop the departure of an invading army, find they can intercept them at Marcus Island, go to Tokyo harbor to get a seaplane, fly to Marcus Island where they explode the tunnel. Marcus Island was claimed by both Japan and the USA but the Japanese were first to settle, so it was Japanese from Raizo Kodo's viewpoint. Civilians lived there until 1933. As it is 1000 km remote from other islands, it's a good place for pacifistic vampires to settle. It was bombed but never invaded by the US army.

In CAC 43/3 Cap & Bucky are on a Pacific Island called Luoki "We were routing out the Japs this morning!" They stop an attack with a plane from which they parachute. Then they fly a plane to a Japanese scientist's secret mountain laboratory, cause an explosion and fly back.
