The reason Ms. Marvel gets a new costume in Ms. Marvel 20 is her old one gets in tatters at the end of Ms. Marvel 19.
I see no reason Ms. Marvel 19 can't get moved to Ms. Marvel 20 to maintain that continuity.

Problem is, MSM 19 is the first meeting between Mar-Vell and Carol Danvers since she became Ms Marvel, but they're hanging out together in A 175-177, so MSM 19 has to go before those issues. There's nothing in MSM 20 that specifically says the new costume is a replacement for the one that got tattered in MSM 19, and even though that's possibly what Chris Claremont intended, it doesn't work in the larger tapestry.
Out in the Land Down-Under, beneath a rocky outcrop, deep within the back paddock, dwells the Stray Lamb.
