The only reasoning for placement of this issue I could find was this quote from Clive Reston:

WotR Strikeforce: Dark Elf Realm 1 (1-28): Freja puts together Svartalfheim team; includes a Punisher -FB that can go... really, any time "a while back" before WotR starts

So it was placed here, likely not Clive’s choice:

And that is an unfortunate placement because the Punisher appears rescuing a girl from kidnappers while in Colombia in WOTRS:DER 1-FB, and he is in Chicago in P2 60-62 and still in Chicago in Cage 3-4.
I would place the flashback next to another time the Punisher has been in the South American country, like Punisher Annual #1. In the annual, Frank mentions that weeks of surveillance have brought him to Bogotá to persuade El Caimán from dealing drugs, and that he chose him first randomly out of 24 candidates. One would think that after getting rid of El Caimán he could make time to rescue a kidnapped girl before leaving the country.
