Leader and Home Base in Bruce Jones' Hulk Run

In Bruce Jones' Hulk run, the Hulk faces an organization known as Home Base, whose mysterious leader appears only on a monitor. In IH3 75-76, the leader of Home Base is revealed to be, um, the Leader. The leader of Home Base appears on a monitor in IH3 44, 50, 51,52, 53, 54, 61, 62, 63 , 64 and 65, so all these issues need to be added to the Leader's chronology. Arguably the Leader should get a BTS for all of Home Base's appearances.

Given later revelations at the end of IH2 81 though, how much of this is even in-continuity? Yes, we saw brain-in-a-jar Leader briefly in a monitor in the Warbound miniseries, but at the same time Fall of the Hulks makes it pretty explicit that none of Betty's appearances outside of her crystal casket between her death and revival as Red She-Hulk actually happened.
